New NCUA Board holds first meeting, approves ANPR

The NCUA Board Thursday unanimously approved an advance notice of proposed rulemaking (ANPR) seeking public feedback on proposed changes to compensation related to loans to members. The board meeting was the first with Rodney Hood as chair and Todd Harper as a board member, and the first with a full board since the departure of former Chairman Debbie Matz in 2016.

As the NCUA considers modernizing regulation on compensation as part of the agency's regulatory reform agenda, board members are particularly concerned with the following areas:

  • providing greater flexibility on compensation plans associated with lending while controlling related risks;
  • determining loan metrics, such as loan volume, as part of compensation plans; and
  • defining the structure and understanding industry standards for compensation plans.

Comments on the proposed rule are due to the NCUA within 60 days following publication in the Federal Register; NAFCU will issue a Regulatory Alert through which member credit unions can provide feedback, and will submit comments to the agency.

Also during Thursday's meeting, members shared their visions for the new board moving forward during opening statements, and both Harper and Hood thanked former Chairman J. Mark McWatters – whose term as a board member expires in August – for his work and dedication to the credit union industry.

"I look forward to enhancing and modernizing the federal credit union charter, addressing the issues of capital reform and cybersecurity, creating opportunities for credit unions to serve vulnerable committees and reducing regulatory burdens," said Hood.

"NCUA has to be fair and forward-looking, innovative, inclusive and independent," added Harper.

NAFCU has provided Hood and Harper with the association's 2019 priorities for the agency and looks forward to working with the full board to achieve a tailored regulatory environment for credit unions
