Regulation CC’s Applicability to Tax Return Checks and Cashier’s Checks

Question – Recently our credit union has been receiving so-called “early tax refund checks” from members. The payor on the checks is not the IRS but various tax preparation services with the check stating it is a cashier’s check. Are these checks subject to Regulation CC hold limits for cashier’s checks?
